Luigi Luzzatti argued that access to credit could change the economic prospects of people poorly served by conventional banks. His 1863 study of cooperative banking adapted ideas associated with the German reformer Hermann Schulze-Delitzsch to Italian conditions. Limited liability and voting by member, rather than simply by the size of an investment, were central questions in that adaptation.
Born in Venice in 1841, Luzzatti worked across economics and public law. He helped establish the Banca Popolare di Milano in 1865 and continued to advocate institutions that brought small savers into organized credit. Such banks still required capital and prudent lending; cooperation was a proposed institutional design, not a promise to abolish financial risk.
Luzzatti served as prime minister from 1910 to 1911. His wider career included teaching constitutional law and writing about freedom of conscience. These activities explain why a short list of government offices gives an incomplete account of him.
His work offers a concrete example of reform pursued through institutions: who could borrow, who could vote within a bank, and how the law should protect religious belief. Those practical questions outlasted his brief period at the head of government.
